This was an in dash level controller Orion sold as an accessory in the mid late 80's when they released their gx line of amplifiers. Brand new Orion 200DAB turbulence level controller if you are viewing this listing, then I am sure you know what this piece is. Even the original Orion crank it sticker is included which is designed to look like the old gx amplifiers.

Please refer to the numerous pictures provided. Of course, 100 functional. They rarely come up for sale, and when they do, they are never brand new in the box.
